Stars is a tiny East Village wine bar with big ambition: twelve seats, walk in only, and a bottle list built to make even jaded New Yorkers look up from their phones.  The brains behind it come from Claud and Penny, with Chase Sinzer and Joshua Pinsky steering the concept and wine director Julia Schwartz shaping a cellar that runs deep, including an opening selection of bottles priced under 88 dollars.  Step inside and you get the classic bar rail energy, the kind of room where the staff clocks your mood fast and a great glass arrives before you finish your first sentence.
